Becoming Competent
Levels 4 and 5 are levels of usually rapid progress when vocabulary is accumulated, and a wide number of social situations adequately dealt with.

Level 4. Traveller.
Probably intensive study for about three to four months, or about 800 hours over a much longer period of time. Able to hold one-to-one conversations and solve all normal everyday difficulties. ("I'd like a taxi to go to the airport." "Do I have to confirm the flight?")

Level 5. Independent. After nine months to a year intensive study, or 1,000 to 2,000 hours part-time, accent will be closer to native speaker, and first language interference much more limited. No problems at all in one-to-one conversations or with most social situations. ("May I book a table for four for 8 o'clock this evening. My name is Nakata, spelled....")
